From the first meeting in 1995 and up to the 1998 Tehran meeting the PCGIAP had by necessity been primarily focussed on institutional matters and policy development.
The 4th PCGIAP meeting in Tehran critically analysed the future directions of the PCGIAP, the main outcome being a move to more of a production focus supported by a restructuring of working groups.
The structure of the Working Groups was further re-examined at the 15th UNRCC-AP / 6th PCGIAP meeting in Kuala Lumpur in light of the progress made so far.

Please note that Working Groups 1 and 2 have been carried over from the previous structure - with a slight name change for both WG's. Working Group 3 is new and Working Group 4 takes over and broadens the development needs work commenced by the former Taskforce.
