1. Extraordinary Geodetic Campaign
The Committee
Recognizing the importance to learn from the lessons of the tsunami on 26 December
2004 and the relevance to the PCGIAP,
Acknowledging the needs to contribute to the region through geodetic activities,
Resolves to continue with PCGIAP extraordinary geodetic campaign to study the effect
of the Indian Ocean tsunami,
Further resolves to undertake the work as follows;
2. Absolute gravity observation campaign
The Committee
Recognizing the importance of establishing a regional absolute gravity reference frame,
Acknowledging the progress being made by the member countries in absolute gravity observation
Resolves to undertake a coordinated absolute gravity observation campaign across
the region as follows;
3. Working Group 2 (Fundamental Data) Workshop
The Committee
Recognizing the importance of collaboration with Global Mapping Project,
Acknowledging the urgent regional needs for special data,
Taking into consideration geodetic data expected from the Extraordinary Geodetic Campaign coordinated
by Working Group 1,
Resolves to hold a Workshop in Brunei Darussalam during the Executive Board Meeting
to be held in November 2005 with an objective of developing special datasets
for the tsunami affected areas and an extended dataset of Asia Pacific
region.
4. Development of Asia Pacific Spatial Data Infrastructure(APSDI) Clearinghouse
Portal
The Committee
Recognizing the importance of continued efforts for the APSDI Clearinghouse Portal
development,
Noting the needs for increased involvement of member countries for the reconstituted
Taskforce in September 2004,
Recommends
5. Template on Spatial Dimension of Marine Administration of NSDI
The Committee
Noting that most countries within the Asia Pacific region are developing their
own National Spatial Data Infrastructure (NSDI) initiatives to facilitate
sustainable development,
Recognising the importance of sustainable development and the principles agreed by
the International Conference on the Sustainable Development of the Seas
of East Asia and the Ministerial Forum of the Sustainable Development of
the Seas of East Asia (2003) under the GEF/UNDP/IMO Partnerships in Environmental
Management for the Seas of East Asia (PEMSEA),
Further noting that the vast majority of NSDI initiatives are only related to the land
environment,
Recalling that most countries in the region have an extensive marine jurisdiction,
and related administrative responsibilities,
Further recalling the Resolutions and Recommendations of the WG3-International Workshop
on Administering the Marine Environment - The Spatial Dimension May, 2004
Kuala Lumpur, MALAYSIA,
Acknowledging that the marine environment and particularly the coastal zone are critically
important for food production and sustainable development within each country,
Recommends that all countries in the Asia-Pacific region with an extensive marine
jurisdiction and administrative responsibilities be encouraged to include
a marine dimension in their NSDI.
Further recommends that they complete the PCGIAP-WG3 Template on Marine Administration Spatial
Dimension, in order to contribute to the development of guidelines and
policy on the spatial dimension of marine administration.
6. Spatial Data Infrastructure(SDI) Workshop
The Committee
Recognizing the importance of the capacity building for SDI development,
Acknowledging the success of the previous workshops organized by Working Group 4,
Resolves to hold an SDI Workshop in Hyderabad at Survey Training Institute in Hyderabad,
India, on 12-28 October 2005. Member countries are to provide comments
on its contents by 15 June 2005.
7. Networking (1)
The Committee
Recognizing the importance of networking among the parties involved in capacity building
and institutional strengthening,
Acknowledging the needs for defining capabilities and needs,
Resolves to hold a special meeting on Capacity Building in conjunction with the
17th UNRCC-AP/12th PCGIAP in September 2006, in Bangkok, Thailand, inviting
regional bodies, education institutions, and national agencies.
8. Networking (2)
The Committee
Resolves to develop a directory of institutions involved in capacity building in
collaboration with ASEAN FALG.
9. Funding
The Committee
Recognizing that sources of funding are a common need across many PCGIAP activities,
Acknowledging the needs for establishing permanent and formal relationships with international
funding agencies,
Noting a significant opportunity to communicate the work of PCGIAP to funding
agencies provided by the recent tsunami disaster
Recommends that the President of PCGIAP look into funding issues and source of funding
from relevant agencies.
10. Vote of thanks
The Committee
Expresses its heartfelt gratitude to the Government of Indonesia and the National
Coordination Agency for Surveys and Mapping (BAKOSURTANAL) for the kind
hospitality and gracious support extended to all the participants of the
11th PCGIAP meeting held in Bali, Indonesia.
