1. Enhanced involvement of Russia and the CIS states in Regional Geodesy Activities

The PCGIAP,

Noting the progress made by the PCGIAP Regional Geodesy Working Group in the past 6 years and the necessity to integrate this activity with those of Russia and the CIS states in West Asia,

Stressing the importance of the Federal Service for Geodesy and Cartography of Russia and other CIS countries' participation in the PCGIAP regional geodetic campaigns on common GPS observation points in European and Asian continents and Pacific region using the geodetic points such as Khabarovask, Chita, Novosibirsk, Ekaterinburg, Astrakhan, Rostov-on-Don, Nighniy Novgorod, and Moscow,

Recommends that


2. Participation in Regional Geodetic Campaign 2002

The PCGIAP,

Recognizing the progress made so far by the regional geodetic campaigns in establishing a core network of points on the ITRF regional datum, which form the basis for development of individual transformation parameters for regional spatial data,

In consideration of the necessity to extend this progress through the rest of the region,

Recommends to request member countries, which have not yet been able to join the Regional Geodesy observation campaigns, to seriously consider participation in the October 2002 regional geodetic field campaign, and in the subsequent presentation of results during the 9th PCGIAP meeting in Japan.


3. Policy Statement for Asia-Pacific Boundaries Dataset

The PCGIAP,

Noting that a principal objective of the PCGIAP is to develop a Spatial Data Infrastructure for Asia and the Pacific (APSDI),

Also noting the boundaries dataset, which includes international boundaries and administrative boundaries, is one of the essential components of the APSDI,

Further noting the PCGIAP does not in any way represent the boundaries dataset of the APSDI to be the agreed and legally binding definition of country boundaries,

Acknowledging the boundaries data provided by the National Mapping Agencies of the member nations as being the most appropriate data from those countries,

Recommends that


4. Basic Principles for Developing and Utilizing the Asia-Pacific Regional Fundamental Dataset

The PCGIAP recommends that


5. APSDI Clearinghouse Node

The PCGIAP,

Noting that many changes have been taken place in the taskforce focusing on data node, which was organized in the 7th PCGIAP meeting, and with the following current members: Mr. Glenn Johnstone for Australia, Mr. Zhou, Xu for China, Mr. Sri Kusno Gularso for Indonesia, Mr. Gholam Reza Fallahi for Iran, Mr. Akeno, Kazuhiko for Japan, and Prof. Kim, Kyehyun for Korea,

Also noting that the draft Guidelines for APSDI clearinghouse node development have been revised according to the outcomes of the activities after the 7th PCGIAP meeting, and submitted to the 8th PCGIAP meeting as the 2nd version for comments,

Further noting the contents are reorganized to comply with the candidate PCGIAP metadata profile, and include an implementation strategy,

Noting that a candidate PCGIAP metadata profile complying with ISO19115 core metadata profile has been developed by the APSDI data node taskforce,

6. BARENTS Geographic Database

The PCGIAP,

Noting that an analysis report on the BARENTS Geographic Database was presented by the Working Group 2 which analyzed the objectives, implementation phases and technical aspects as well as the similarities of BARENTS project with PCGIAP data set project,

7. Request for persons experienced in cadastral matters to be involved in Working Group 3

The PCGIAP,

Recognizing the Terms of Reference of Working Group 3 (Cadastre) approved by the 15th UNRCC for Asia and the Pacific in April 2000, the 2002-2004 Work Plan for Working Group 3 developed at the workshop held in Penang in September 2001 and the approval of the Work Plan at the PCGIAP Executive meeting in China in November 2001,

Further recognizing the requirement for Working Group 3 to have input from member countries of people with experience in cadastral systems and particularly cadastral mapping in order to progress its Work Plan,

Noting the need for requests for involvement of specialist expertise to be transmitted by the PCGIAP to member countries,

Recommends to send a letter of invitation to each member country to request the identification of an appropriate person from a land administration or cadastral mapping agency, who is experienced in cadastral matters and particularly cadastral mapping, to be involved in the activities of Working Group 3.


8. Implementation of Working Group 3 Work Plan

The PCGIAP,

Recognizing the important relationship between the operation of the cadastre and spatial data infrastructures at local, state and national levels and the role of PCGIAP to assist the development of these SDIs,

Further recognizing the need in the Working Group 3 Work Plan to develop a cadastral template in order to better understand the role of cadastres in member countries and particularly their role in developing spatial data infrastructures,

Acknowledging the need to establish a task force of member countries to initially develop a draft cadastral template,

Noting the offer by Australia, Brunei Darussalam, India, Iran, Korea and Malaysia to participate in the task force,

9. Actions for Member Involvement, provision of Education/training opportunities for capacity Building

The PCGIAP,

Noting the need for better member involvement and participation in its activities and programs, the constraints faced by members, specifically those from less-developed countries, and the necessity for capacity-building measures for members through the provision of education and training opportunities,

Recommends


10. Strengthening of linkage with UNRCC, UNGIWG and other related bodies

The PCGIAP,

Noting that importance of establishing linkages with UNRCC, UNGIWG and other related bodies,

Recommends the preparation of discussion paper on the issue for consideration at the next Executive Board Meeting in Manila.


11. Information Dissemination/Communication

The PCGIAP,

Recognizing the importance of better information dissemination not only among its members but to other groups as well,

Recommends the publication of a PCGIAP Newsletter, updating and maintenance of PCGIAP website, paper presentation on PCGIAP in various fora/conferences and the communication to members of the development needs questionnaire results.


12. Special Group of CIS countries in the PCGIAP region

The PCGIAP,

Taking into account the Interstate Counsel on Geodesy, Cartography, Cadastre and Remote Sensing of CIS Countries activity in geodesy and cartography,

Recognizing the necessity of drawing national services for geodesy and cartography into PCGIAP international projects,

Recommends that PCGIAP to recognize the Group of Interstate Council on Geodesy, Cartography, Cadastre and Remote Sensing of CIS Countries as the Special Group of CIS countries in the PCGIAP region, and that activities in this Group will initially be the responsibility of Mr Victor Alexandrov, member of the Executive Board of PCGIAP.


13. Support for development of the Second Administrative Level Boundaries dataset

The PCGIAP,

Recognizing the efforts of the United Nations Geographic Information Working Group (UNGIWG) towards creating United Nations Geographic Database and developing a Second Administrative Level Boundaries (SALB) dataset as part of the Database,

Recalling the resolution 8 adopted by the 15th United Nations Regional Cartographic Conference for Asia and the Pacific (UNRCC-AP) that welcomes the synergetic support of UNGIWG for coordinating its efforts with relevant activities of the UNRCC-AP for mutual and complementary benefit,

Recommends that PCGIAP to encourage the National Mapping Agencies in Asia and the Pacific region to cooperate with the UNGIWG on the development and maintenance of the SALB dataset and in this regard to enter a cooperative relationship with the Map Collection of the Dag Hammerskˆld Library, United Nations, on the issues of validations of the data and the submission to the UN of the latest administrative boundary information.


14. The 9th PCGIAP meeting incorporated in the 16th UNRCC-AP

The PCGIAP,

Recognizing the success of the 15th United Nations Regional Cartographic Conference for Asia and the Pacific (UNRCC-AP) that incorporated the 6th PCGIAP meeting for the first time,

Noting the willingness of Japan to respond to an expectation of PCGIAP member countries to have the joint meeting of the 16th UNRCC-AP and the 9th PCGIAP meeting in Japan,

Recommends that PCGIAP to coordinate with the United Nations Statistic Division for preparing the second joint meeting of UNRCC-AP and PCGIAP in Japan in an appropriate period in spring or summer of 2003.


15. GSDI Association

The PCGIAP,

Noting efforts by the GSDI Steering Committee to create a GSDI Association,

Acknowledging a goal of the GSDI Association to support establishment of regional spatial data infrastructures that are globally compatible is complementary to a goal of PCGIAP,

Looks forward to establishing a productive relationship with the GSDI Association in the future.
