
Resolutions
Resolution 1
To establish a Committee to be known as the "Permanent Committee on GIS Infrastructure for Asia and the Pacific".
Resolution 2
That the aims of the Committee should be as follows:
to maximize the economic, social and environmental benefits of geographic information in accordance with Agenda 21,
of Resolution 16 of the 13th UN Regional Cartographic Conference for Asia and the Pacific, by providing a forum for nations
from Asia and the Pacific to:
Resolution 3
That in accordance with the Resolution 16, the membership of the Committee shall consist of the directorates of national survey and mapping organizations and equivalent national agencies from Asia and the Pacific.
Resolution 4
That an Executive Board be elected, consisting of the President, Vice-President, Secretary and up to seven other members
to plan and coordinate the Committee's work programme.
Resolution 5 (a)
That the Committee should remain under the purview of the UN Regional Cartographic Conference for Asia and the
Pacific and submit its report and recommendations to that Conference.
Resolution 5 (b)
That the Committee should also establish links to other relevant United Nations programmes such as the ESCAP
Regional Space Applications Programme for Sustainable Development.
Resolution 6
That the Executive Board be tasked with drafting rules of procedure and operational statutes for the Committee which
should be focused towards the efficient implementation of the Committee's work programme.
Recommendations
Recommendation 1
That the Executive Board should seek the continuing support of the UN Secretariat for the completion of the
establishment work of the Permanent Committee on GIS Infrastructure for Asia and the Pacific.
Recommendation 2 (a)
That appropriate national agencies should consider initiating action plans towards getting Government support
for cadastral reforms, such as the development of a Digital Cadastral Database (DCDB).
Recommendation 2 (b)
That discussion on cadastral survey systems and in particular the DCDB be a permanent agenda
item for the Permanent Committee on GIS Infrastructure for Asia and the Pacific.
Recommendation 3 (a)
That the Permanent Committee consider the possibility of a study and the preparation of an inventory
addressing GPS network development activities, standards and an archival arrangement to ensure verification and
traceability of data within Asia and the Pacific region.
Recommendation 3 (b)
That every member and associate member make available and also take advantage, where appropriate,
of opportunities for the exchange of personnel to contribute toward training and education and to improve regional cooperation.
Recommendation 3 (c)
That the Permanent Committee work closely with the International Union of Geodesy and Geophysics (IUGG) for
the utilization of advanced space technology (VLBl, SLR, etc) to facilitate the integration of the GPS networks
within the region.
Recommendation 3 (d)
That the Permanent Committee support the development of global geopotential model.
Recommendation 4 (a)
That the Permanent Committee strongly support the full and early implementation of Resolution
14 of the 13th UN Regional Cartographic Conference:
i. Legislation should be one of the important topics for future cartographic conferences;
ii. The United Nations facilitate the organization of special seminars or symposia for legislation on surveying and mapping;
iii. The United Nations facilitate the collection of existing laws or regulations on surveying and mapping from all
countries and publish a special issue of World Cartography on surveying and mapping legislation"
Recommendation 4 (b)
That action be taken to enable the establishment of Legislation/Administrative orders to empower national
survey and mapping agencies to provide core (base/framework) datasets of adequate standards to facilitate the
sustainable development of each member and associate members.
Recommendation 4 (c)
The Permanent Committee explore the opportunity of establishing an agreed set of standards and frameworks for
common data/information by the participating members and associate members.
Recommendation 4 (d)
That agreed procedures to facilitate access to core (base/framework) datasets in a manner consistent with the overall
policies of members and associate members including copyright, costs and accountability/liability issues, should be established.
Recommendation 5
That the Permanent Committee consider the need for research into the beneficial impact of geo-information on the
economies of the participating members and associate members of Asia and the Pacific.
