It aims to raise awareness and provide useful information to strengthen national SDI efforts and support regional coordination. The Permanent Committee on GIS Infrastructure for Asia and the Pacific (PCGIAP) is the peak regional SDI coordination forum (www.pcgiap.org). SOPAC WAGIS

WAGIS stands for Wide Area Geographic Information system.  It is all about MetaData. WAGIS follows the ANZLIC MetaData Standard v1.0 of the Australian Spatial Data Directory, ASDD. The ANZLIC MetaData Standard v1.0 is very similar to the FGDC MetaData Standard v2.0.  WAGIS has been developed mainly to be used in the Pacific where MapInfo has been chosen as the standard GIS software for the member countries of the CROP by the CROP IT&C Working Group IT-Pacnet. A MapInfo Interface has been developed to record MetaData when a table is saved. The Metadata is both recorded in the MetaData of the MapInfo table and on a MS-SQL server Database. A receiver and sender agent are the programmes fired by SQL server to exchange metadata between SQL servers via SMTP/POP e-mail. A script used by ISite provides owner metadata in Z39.50 format to other servers.

The 2nd Workshop on CCOP Geoinformation and Metadata March 10-12, 2003, Taejon, Korea Korean Institute of Geoscience and Mineral Resources  (KIGAM), The Geological Survey of Japan of the National Institute of Advanced Industrial Science and Technology (GSJ/AIST), and CCOP will jointly organize this Workshop. Institutional Issues of the Spatial Data Exchange in Korea

Development of National Spatial Data Infrastructure in Korea

The success of NGIS Master Plan marks a turning point in the physical management system of our land. The mission of the CRC for Spatial Information (CRC-SI) is to develop the concept of a Virtual Australia, uniting research and commercial innovation in spatial information. The Centre will harness Australia's recognized research and commercialization strengths in spatial information technologies to create new opportunities and increased prosperity for all Australians. To the technology end-user, spatial information is often defined in terms of how it is presented. Examples are digital topographic maps, land titles, thematic maps from satellite imagery, 3D landform models, computer visualizations, or outputs from a Geographic Information System (GIS). Behind the presentation of spatial information lies the necessary components of data acquisition, analysis and processing required to both integrate multi-source spatial data and convert this data into usable information products. Integrated Urban GIS for Fiji Rapid and unplanned urbanization is a major problem in  cities in the Pacific region. In Fiji, various organizations and government agencies work to manage and plan this urbanization, but often from separate perspectives, and with different goals and objectives. These organizations independently collect, store and analyze large amounts of spatial and attribute data. The objective of this research is to create a framework for integrating this data, and to develop a number of sample applications using GIS. Currently there is little linkage between data sets in different organizations. This research will identify which data sets can be linked and how, and also help to make recommendations as to how existing data can be modified to be integrated into the system. Subsets of the various data sets from the Suva area will be integrated and tested in a pilot study, and a number of applications (3D visualization, extended queries, etc.) will be developed with the use of GeoMedia.

It sets out the similarities and differences between SDIs operating within and between different jurisdictions. It identifies key factors, including socio-political, economic and cultural factors, influencing the success of SDI initiatives, and introduces the concept of an SDI Hierarchy based Spatial Data Infrastructure held in Melbourne in November 2001, however it is a re-written, expanded and more focused review of SDI developments. It presents a series of alternative long-term visions and identifies many of the forces for change. It is useful for both professionals and students in GIS and those involved in building and maintaining SDIs.

A free geographic information system for the analysis of biodiversity data from CIP, the International Potato Center (known worldwide by its Spanish acronym, CIP). DIVA is a geographic information system that allows mapping and spatial analysis of genetic resources data. It was developed specifically for use with genebank data such as that available through national or international genebank documentation systems. DIVA allows you to make maps of sites where species have been observed or collected and of the pattern of distribution of biological diversity. DIVA can also be used to identify areas with complementary levels of diversity and extract climate data for accession points. DIVA-GIS was developed by Edwin Rojas, Robert J. Hijmans (formerly at CIP), and Luigi Guarino (formerly at IPGRI) with additional input from Mariana Cruz and Israel Barrantes (both CIP). Financial support has come from CIP, IPGRI, SGRP/SINGER and FAO/WIEWS, with additional support from USDA-ARS, SENASA, BMZ and ESRI.

Interactive Map Service

UNEP-WCMC has been pioneering the delivery of interactive map-based conservation data on the Internet. This format has been well received by many organizations including many commercial and governmental organizations. During a recently completed training workshop, held from the 10th October 2003 to 14th October, stakeholders from Tonga contributed directly to the MapServer. Workshop participants from the Ministry of Lands and Survey, Ministry of Fisheries, Tonga Communication Corporation (TCC), Tonga Water Board, Ministry of Works, Ministry of Agriculture and Forestry added important data layers of geographical information from each of their respective agencies. Eligibility for Post-Graduate Scholarships

Postgraduate Scholarships (PGS) are open to persons from developing countries for study in areas of developmental relevance to their home countries. Country eligibility is subject to ongoing review and amendment. Applicants should check their eligibility prior to lodging an application. NZAID reserves the right to reject any application, before it has been fully processed, in the event of country eligibility changes. The scholarship covers tuition, enrolment/orientation fees, return economy fare travel, medical insurance and provision for students to meet course and basic living costs. Limited assistance is available for dependants in New Zealand for courses of study 18 months or longer.

PCI Geomatics® Spatial Analysis Tech Helps India’s Rural Planning

PCI Geomatics, Richmond Hill, Ontario, Canada - PCI Geomatics spatial analysis software is contributing towards sustainable development efforts in rural India as a practical facility-planning tool. The pioneering development of a low-cost Geomatics-based Facility Management Information System, known simply as “e-Gram Suvidha” (translated as “electronic village facilities”), uses PCI Geomatics GIS technology to help local operators who may lack GIS expertise to learn how to perform spatial data queries. The resulting thematic map layers are used for planning decisions at the village level.

The e-Gram Suvidha system was developed at the National Informatics Centre (NIC), Ministry of Communications and Information Technology, for the Government of India. Sreedhara Rao, Senior Technical Director, the system was designed to utilize PCI Geomatics spatial analysis (SPANS) software, selected in part for its user-friendly query/analysis capabilities, open-ended design, and high function value. Geomatica 9 combines remote sensing, photogrammetry, map production, and advanced GIS technology within a single, programmable, and interoperable work environment.

Elevation, slope and aspect significantly influence vegetation heterogeneity in mountain ecosystems. Remotely sensed surface reflectance, if used to analyze such heterogeneity, is substantially affected by differences induced by slope and aspect. A GIS combining digital elevation models (DEMs), Landsat-7 imagery and georeferenced field data was built to map the distribution of vegetation in two community-based conservancies in the Hindu Kush cordillera of Pakistan. DEMs were used to divide satellite imagery into high and low sun illumination categories before image classification. Field verification and empirical rules relating to the altitude and aspects at which different vegetation types occur were then used to refine the landcover classification.

Shrestha, Dhruba Pikha 2002. Image transformation and geo-statistical techniques to enhance and map soil features: an application in assessing sedimentation problem in southern Nepal.

Abstract:A method is proposed to transform the red and near infrared data into a soil index in order to map soil features. The index maximizes soil variation and helps improve soil feature mapping while it suppresses spectral response from vegetation cover. Geo-statistical analysis of field data, on the other hand, helps understand spatial dependency pattern and map it, which may not be directly visible by remote sensing techniques. A case study in mapping sedimentation problem in the lowlands of Nepal is described. Yearly deposit of silt brought by irrigation water degrades soil physical condition and lowers fertility status, which results in eventual reduction of crop yield. Image transformation by means of band rotation helps generate soil index, which allows not only mapping areas affected by sedimentation but also separating areas with recent sediment deposition. Spatial variability study helps understand sediment deposition pattern and map the extent of sediment depth.

The International Research Institute for Climate Prediction (IRI: http://iri.columbia.edu) in Palisades, New York seeks a post-doctoral research scientist to advance the IRI research agenda in the assessment of climate-related losses and risks as part of ongoing research in climate impacts. The position is initially for one year with a possibility of a one-year renewal. Secondments from other organizations working in this area will also be considered. Applicants should have a Ph.D. in geography, economics, public health, engineering, or other disaster-related field. The successful candidate will have demonstrated ability with quantitative methods and manipulation of climate-related physical and socio-economic spatio-temporal data sets. Evidence of an interest and ability in applying scientific research to solving real-world problems is required with experience in developing countries highly desirable. Desirable technical skills include ability with Geographic Information Systems, database and statistical analysis software and web tools.  Experience or familiarity with disaster and or/risk management is also desirable, particularly familiarity with loss assessment methodologies and datasets and with international organizations working in this area. Cadastral country reports based on a jointly developed PCGIAP/FIG template. Established under UN mandate by Resolution 4 of the 16th UNRCC-AP in Okinawa, Japan in July 2003. The training-cum-internship on Geographic Information Systems (GIS) and Remote Sensing (RS) applications for environmental planning and management was conducted at UNEP RRC.AP from 25 February – 8 March 2002 and was attended by participants GMS countries (Cambodia, Yunnan province of the People’s Republic of China, Lao People’s, Democratic Republic, Myanmar, Thailand, and Viet Nam) and from MRC. This report, which presents the outcome of Work program activity 2.5 serves as Output 6 to achieve the SEMIS II key objective 2. The specific objectives of training-cum-internship were to: train the participants in environmental data input, manage, analyze, and output, production using GIS, Global Positioning Systems (GPS) and RS Techniques; and provide a platform where GMS counterparts can discuss the problems and prospects of data generation and sharing between the countries.
