- A new working group on Regional Fundamental Data was agreed at the Permanent Committee on GIS Infrastructure for Asia and the Pacific (PCGIAP) meeting in Tehran, Iran, 28 February to 4 March 1998. This was designated Working Group 2 (WG2).
- The working group met on 2-3 March and reported to the final plenary session on 4 March.
- The President of PCGIAP nominated Mr. Saeid Noori Bushehri, Iran, and Mr. Hiroshi Une, Japan, as facilitators of WG2 discussions. The working group nominated Mr. Peter Holland, Australia, as reporter and presenter of discussions.
- The working group facilitators received a briefing from Executive Board members before discussions commenced. A summary of this briefing is described at Annex 1.

Issues raised during working group discussions

Terms of reference
- The proposed terms of reference for WG2 are as follows.
Objectives
To establish regional fundamental datasets and mechanisms for sharing these data, and to foster an understanding of the benefits of use of regional fundamental data.
Actions
(a) Develop a practical policy for sharing fundamental data
(b) Develop regional fundamental datasets
(c) Develop a network of APSDI data nodes
(d) Develop regional GIS application demonstrations
Workplan
- The working group identified four (4) major activities in its workplan.

- The draft workplan, describing tasks and timetables associated with these major activities, is being prepared.

Concluding remarks
- The working group facilitators thanked participants for their excellent contributions to discussions and encouraged participation in future WG2 activities.
Recommendations to plenary
- The following recommendations are presented to the Tehran PCGIAP meeting.
(i) That the working group be known as Working Group 2 (WG2) Regional Fundamental Data.
(ii) That the terms of reference for the working group be:

There is a difference between distributed databases and a CD-ROM. The former is the framework. The latter is the product.

The task is to standardise the projection system so that the dataset has the same appearance and accuracy.
- China
Pay attention to end users. What datasets do they need. Talk to Eurogi, Megrin and ESCAP.
- Vietnam
Need to address copyright issues.
- Iran
Some of the problems to be adressed by the dataset are agriculture, water resources, natural disaster monitoring, transport, climate, environment.
The dataset will be used in data modelling.
- Pakistan
GIS technology is in its infancy in Pakistan. We want to learn from the activities of the working group.
- China
The fundamental dataset is the first step in creating the APSDI.
Topography first priority then maybe some thematic data.
Not a lot of time is needed to canvass user needs. Don't let this hold up creation of the fundamental dataset.
