Introduction

  1. A new working group on Regional Fundamental Data was agreed at the Permanent Committee on GIS Infrastructure for Asia and the Pacific (PCGIAP) meeting in Tehran, Iran, 28 February to 4 March 1998. This was designated Working Group 2 (WG2).


  2. The working group met on 2-3 March and reported to the final plenary session on 4 March.


  3. The President of PCGIAP nominated Mr. Saeid Noori Bushehri, Iran, and Mr. Hiroshi Une, Japan, as facilitators of WG2 discussions. The working group nominated Mr. Peter Holland, Australia, as reporter and presenter of discussions.


  4. The working group facilitators received a briefing from Executive Board members before discussions commenced. A summary of this briefing is described at Annex 1.


  5. The following countries and organisations participated in working group discussions.

  6. Many significant issues were raised by participants during WG2 discussions. A summary of these issues is described in Annex 2.
  7. Terms of reference

  8. The proposed terms of reference for WG2 are as follows.

    Objectives

    To establish regional fundamental datasets and mechanisms for sharing these data, and to foster an understanding of the benefits of use of regional fundamental data.

    Actions

    (a) Develop a practical policy for sharing fundamental data
    (b) Develop regional fundamental datasets
    (c) Develop a network of APSDI data nodes
    (d) Develop regional GIS application demonstrations
  9. Workplan

  10. The working group identified four (4) major activities in its workplan.

    • Development of policy for sharing fundamental data
    • Development of regional fundamental datasets
    • Development of network of APSDI data nodes
    • Development of regional GIS application demonstrations

  11. The draft workplan, describing tasks and timetables associated with these major activities, is being prepared.
  12. Organisation structure

  13. The following structure was determined for WG2.

    • Project Coordinator, Regional Fundamental Data
    • Task Coordinator, APSDI Data Nodes
    • Task Coordinator, Regional GIS Application Demonstration

  14. This group would comprise the WG2 Executive Group


  15. The Executive Group will jointly develop the policy for sharing regional fundamental data.

  18. The working group structure, Chairman, Vice-Chairman and Coordinators are shown in Figure 1.
  19. Concluding remarks

  20. The working group facilitators thanked participants for their excellent contributions to discussions and encouraged participation in future WG2 activities.
  21. Recommendations to plenary

  22. The following recommendations are presented to the Tehran PCGIAP meeting.

    (i) That the working group be known as Working Group 2 (WG2) Regional Fundamental Data.

    (ii) That the terms of reference for the working group be:

    Objectives

    To establish regional fundamental datasets and mechanisms for sharing these data, and to foster an understanding of the benefits of use of regional fundamental data.

    Actions

    Knowing this will help define the type of data and nature of nodes

  46. Advice based on experience in building an administrative dataset

    Break down into manageable tasks

    Create something quickly

    Content should reflect what the data is to be used for

    Aim for what is possible rather than what is ideal

    Don't create new standards, wherever possible use existing standards

    Megrin offers their prototype dataset for WG2 to assess. Will need a specific request.

    There is benefit in interoperability between Megrin and PCGIAP directories

  48. There is a difference between distributed databases and a CD-ROM. The former is the framework. The latter is the product.

  50. The task is to standardise the projection system so that the dataset has the same appearance and accuracy.

  52. Pay attention to end users. What datasets do they need. Talk to Eurogi, Megrin and ESCAP.

  53. Vietnam
  54. Need to address copyright issues.

  55. Iran
  56. Some of the problems to be adressed by the dataset are agriculture, water resources, natural disaster monitoring, transport, climate, environment.

    The dataset will be used in data modelling.

  57. Pakistan
  58. GIS technology is in its infancy in Pakistan. We want to learn from the activities of the working group.

  60. The fundamental dataset is the first step in creating the APSDI.

    Topography first priority then maybe some thematic data.

    Not a lot of time is needed to canvass user needs. Don't let this hold up creation of the fundamental dataset.

  61. Malaysia

Don't duplicate the work of the global mapping project.
