1. Support for Regional Geodetic Activities

The PCGIAP,

Recognising the success of the Regional Geodesy Workshop in Mongolia in August 2000 and the APRGP Regional Geodetic field campaign in October and the difficulty encountered in participation by members of the Pacific nations,

Recommends

To continue to endeavor to provide support to those member countries encountering difficulty in participating in activities of the Geodesy Working Group in field campaigns, regional workshops and associated advanced technology activities, especially those countries in the Pacific and the Central Asia areas.


2. Unification of Vertical Datums

The PCGIAP,

Recognising the importance of a universal vertical reference system as a means of connecting the various vertical geodetic datums in the Asia Pacific region and throughout the world,

Noting the outcome of the recent IAG symposium in Cartegena Colombia which stressed the need for the establishment of integrated national and regional geodetic vertical reference systems with the longer term aim of establishing a unified global vertical reference system,

Recommends

That PCGIAP to invite PC-IDEA to support the extension of the APRGP 2001 campaign by inviting their member countries to carry out simultaneous GPS observations on vertical datum origin points during the APRGP campaign in October 2001 as a pilot project of mutual interest.


3. Administrative Boundaries Pilot Project

The PCGIAP,

Appreciatingthe successful results of the Administrative Boundaries Pilot Project presented at the 7th PCGIAP meeting,

Notingthe report of the pilot project and its recommendations,

Bearing in mind the sensitivity of the administrative boundaries dataset, if integrated
and utilized without proper guidelines,

Recommends

- Formulation of a policy statement for integrating and utilizing the administrative boundaries dataset of Asia and the Pacific countries, and
- Endorsement of the draft administrative boundaries specification as a reference document for the development of future specifications of the Regional Fundamental Dataset.


4. Commencement of Construction of the Regional Fundamental Dataset

The PCGIAP,

Noting that the Regional Fundamental Dataset is a most important component of the APSDI, and

Also noting that components of this Dataset need to be compatible, and

Further noting that several member nations have developed or are developing their component of the Global Map,

Recommends

- Development and publication of the definition of the Regional Fundamental Dataset,
- Starting development of the Asia-Pacific Regional Fundamental Dataset, which contributes to Global Map, and
- Member nations not contributing to the Global Mapping project, to consider participation in the project with the assistance of ISCGM and PCGIAP.


5. APSDI Data Node and Clearinghouse

The PCGIAP,

Noting that a design of APSDI data node was proposed and some member nations are developing their own data nodes, and

Recognizing that more efforts should be devoted to the planning and development of APSDI spatial data clearinghouse with each member nation as a data node,

Recommends
- A taskforce be formed within WG2 by representatives from Australia, China, Iran, Japan, Korea and other member nations for promoting the planning and implementation of APSDI spatial data clearinghouse with distributed data nodes, and
- Workshop(s) on APSDI spatial data be organized by WG2 jointly with PCGIAP Executive Board and other WG meetings; related topics may include APSDI clearinghouse, formulation of fundamental datasets, data access, distribution policies, data applications etc. The first workshop will be hosted by China at the end of year 2001.


6. Strengthening of the Cadastral work plan

The PCGIAP,

Recognising that the current workplan for Working Group 3 was endorsed by PCGIAP in April 2000 and that
- the activity required by the working group is to directly assist in the building of a regional spatial data infrastructure,

Noting that funds are not directly available from the PCGIAP to undertake Cadastral research and that the workplans need to be developed that are not dependent on winning new research funds alone,

Realising that Working Group 3 will be conducting a regional Cadastre workshop in Penang in September 2001,

Recommends that

The Cadastre working group incorporates the following additional activities into its workplan:



7. Support for Participation in Committee Meetings

The PCGIAP,

Noting that many countries are not able to participate in the Permanent Committee’s meetings, conferences and activities,

Recognizing that there is an imperative need to raise awareness of member countries of SDI as one of the primary concerns of PCGIAP,

Recommends that member-countries which are able to financially assist other member-countries to attend meetings sponsor one or two representatives of other member-countries,

Further recommends that member countries’ representatives who will be sponsored submit the completed questionnaires previously requested of them (if they have not done so) and/or present a country report on SDI status in their respective country.


8. Strategy for Funding Implementation of NSDI

The PCGIAP,

Noting that there are several member countries which will require assistance in their conduct of in-country survey of NSDI related development needs; and eventually assistance in the implementation of their country’s NSDI,

Recognizing that there are member-countries in the PCGIAP which have been successful in such endeavor and have the facility to assist other member-countries,

Recommends that strategy be developed for obtaining funds and implementing NSDI in countries where special support is required.


9. Participation of the Commonwealth of Independent States in the framework of the PCGIAP

The PCGIAP,

Recognizing that surveying and mapping agencies of CIS member countries since 1992 carry out joint activities aimed at establishing SDI within their territories,

Realizing that the biggest part of the territory of CIS countries is situated within the region of the PCGIAP activities,

Noting that the aims and the tasks of the Interstate Council on Geodesy, Cartography and Remote Sensing of CIS countries comply with aims and tasks of PCGIAP,

Further noting the Statutes of PCGIAP relating to participation in Committee activities, particularly Article 6 and 7,

Bearing in mind the PCGIAP objective of integration of activities on SDI in Asia and the Pacific,

Recommends that PCGIAP recognize the Group of representatives of the nations participating in the Interstate Council on Geodesy, Cartography and Remote Sensing of CIS countries within the framework of PCGIAP; coordination of the activities in this Group will initially be the responsibility of Mr. Alexandrov V.N., member of the Executive Board of PCGIAP,

And Further recommends that PCGIAP recognise GIS projects: Caspian Sea GIS project, Aral Sea GIS project and Chernobyl GIS project and the dissemination of this experience to the Mapping Agencies of Asia and the Pacific.


10. Memorandum of Understanding for co-operation between the PCGIAP and the Permanent Committee on SDI for the Americas (PC-IDEA)

The PCGIAP,

Recalling that PCGIAP and PC-IDEA formation is related to specific resolutions approved at United Nation regional cartographic conferences for these regions and that there is obligation for these committees to report to the UNRCCs,

Bearing in mind the Resolutions approved at 6th PCGIAP and 15th UNRCC/AP at Kuala Lumpur, Malaysia in 2000 and at 2nd PC-IDEA and 7th UNRCC/A at New York in 2001, in terms of the need for institutional strengthening and benefits derived from sharing regional experiences and lessons learned to achieve SDI objectives at the national, regional and global levels,

Taking into consideration existing SDI regional capabilities, now further stimulated by PCGIAP and PC-IDEA, and the convenience to establish mechanisms for knowledge exchange and experiences obtained from producing, analyzing and disseminating geographic information,

Noting that both regional organizations are striving for adequate incorporation of capacity building strategies to advance SDI projects at the national and regional levels,

Also noting the difficulties being faced by many PC-IDEA and PCGIAP member states in designing and sustaining appropriate topographic and cadastral spatial data production projects and associated spatial data infrastructures,

Further noting the need to establish formal liaisons and co-operative mechanisms amongst the appropriate geographic regional initiatives and organizations,

Conscious about the relevance of existing cultural and social backgrounds in the regions sub-regions in Asia-Pacific and the Americas and its importance when considering project formulation and decision making processes to derive social, economic and environmental benefits from digital geographic data sets,

Recognizing that a Global Spatial Data Infrastructure (GSDI) and a Global Map (ISCGM) are emerging from the existence of common infrastructure components and data sets, facilitated by coordinated efforts of nations as well as regional and global initiatives,

Welcoming the initiative for a new United Nations Geographic Database,

Recommends that PCGIAP and PC-IDEA Executive Boards develop and implement a MOU for co-operation, to be signed at the forthcoming GSDI conference at Cartegena, Colombia (May, 2001).


11. Co-operation between PCGIAP and National Space Development Agency of Japan (NASDA)

The PCGIAP,

Noting the decision by PCGIAP to start construction of the Regional Fundamental Dataset,

Noting the satellite remote sensing programs of NASDA, particularly the forthcoming Advanced Land Observing Satellite (ALOS) program, and the value of the data from these programs to the Regional Fundamental Dataset,

Recommends that PCGIAP invite NASDA to enter into a co-operative agreement with PCGIAP that will enable PCGIAP member countries to utilise satellite remote sensing datasets from NASDA programs.
